I'm a new knitter; I need help binding off.

I'm learning out of a book and using knittinghelp.com for visuals... unfortunately in this one little itty bitty section on binding off rows I don't understand and there is no video for it on Knitting Help.

SO... can anyone make these given instructions any clearer for me? [Just for background; I did learn how to bind off, I just have no idea what these instructions are telling me]

Here we go:

TO BIND OFF PART OF A ROW

Bind off specified number of stitches on portion of row. One stitch remains on right needle. This is not fastened off, instead it counts as the first stitch of the remaining stitches on left needle.

-end-

Does this mean I go ahead and bind off my row and instead of taking off the last binding off stitch I keep it there and continue knitting my next row?
